Here is the complete list of Character Powers in Paper.io 2. For each power, you can see which characters use it, what it does, and what improves when you upgrade it.

| Cubey | Splashes paint in all directions around you |
| Dotti | Shoots a forward blast that paints a cone in front of you |
| Skipper, Bamboo | Fires a lethal paint ball that explodes into paint on impact |
| Sandy | Drops mines that explode on contact, painting an area |
| Squiddo | Leaves small splatters of paint along your trail while active |
| Cacton | Releases a spiral shockwave that wipes enemies and their paint |
| Pengu | Dashes forward quickly, painting your trail |
| Eko | Increases your speed while moving on painted areas |
| Cheery | Increases your speed while moving outside painted areas |
| Paws | Increases your speed everywhere, regardless of terrain |
| BunBun, Bullbot | Electrifies around you and zaps nearby opponents |
| Krabbs | Deploys a shield barrier that opponents cannot cross |
| Mokko | Protects your trail with a solid tail that blocks opponents |
| Flaps | Expands your visible area of the map |
| Oracle | Highlights nearby items on the minimap |
